This seminar is designed for MA students who are interested in exploring the intricate processes and challenges involved in implementing policies within the European Union's multilevel system. We will delve into theories and concepts aiming to explain implementation and compliance and discuss which factors facilitate or hinder effective implementation. In addition, we will highlight some crucial methodological challenges in studying implementation and compliance. Focussing on the current regulatory challenge of Europe’s ecological transition, we will also pay attention to a recent shift in governance and discuss how this will affect member states’ implementation: Which particular implementation hurdles are to be expected on the road to climate neutrality?
